Joe Harris joined the National Association of REALTORS® in August 2015, after serving two years as Vice President of a bipartisan lobbying firm in Washington, D.C. and eight years in senior legislative positions in the U.S. House of Representatives and U.S. Senate.
Joe currently serves as Vice President of Government Advocacy, where he helps guide NAR’s federal lobbying and political strategy on Capitol Hill. In addition to managing a bipartisan and bicameral team of lobbyists, he oversees a unique grasstops advocacy program consisting of 535 NAR members as well as the organization’s consumer advocacy outreach program.
In Congress, Joe served for two years as Counsel to the late U.S. Senator and Vice-Presidential nominee, Joe Lieberman (CT), and six years as Legislative Assistant and later as Legislative Counsel to former House Budget Committee Chairman John Spratt (SC). He advised both Senator Lieberman and Congressman Spratt in the areas of tax, financial services, economic and monetary policy, trade and budget among other issues.
Joe is a graduate of the University of South Carolina School of Law and Davidson College, where he serves as a member of the Davidson College Board of Visitors. He is also a frequent guest presenter at the Public Affairs and Advocacy Institute and the Kogod School of Business at American University.
